Since 1970, every GDR citizen entering the FRG had a right to thirty deutschmarks of welcome money twice a year, financed with funds from the federal budget. In 1988 the sum was increased to 100 deutschmark but could only be claimed once a year. Following the opening of the Berlin Wall on November 9, 1989, banks and savings banks paid the sum to eighteen million GDR citizens.
